Tracing a Mission Readiness Score Back to Maintenance and Crew Records

AI-Trust, Governance & Engineering Explainable AI Government

What it does

A program office dispute questions the mission readiness score the model assigned to a deploying unit. The Program Integrity Manager opens the review, because a readiness figure reported on thin evidence reaches force allocation and sustainment planning. The material behind the score is uneven, for example maintenance status extracts, crew qualification records, and supply position reports.

The assembled package holds the model output, the ranked drivers, the policy constraints in force, and every earlier reviewer action on that unit. An attribution view names the inputs that carried the score, and a counterfactual view shows what would have raised it. An out-of-date maintenance feed, a source record whose classification is unresolved, and any conflict with a readiness reporting rule become separate review items. The package issues no readiness declaration.

The Program Integrity Manager accepts the score, corrects it, or routes the case for specialist review. The Legal Policy Advisor joins only when reporting authority, statutory exposure, or an unresolved handling question crosses the agreed threshold. Final authority remains with the accountable officer. The record captures the rationale, the reviewer action, the escalation reason, and the outcome for that reporting period.

Where the value comes from

Time spent reassembling the maintenance, crew, and supply evidence behind a contested readiness score is time the Program Integrity Manager does not spend judging it. Review effort falls once the ranked drivers, the cited source extracts, the confidence signal, and the reporting limits arrive together. Before a deployment decision, that recovered effort goes to the units whose figures actually look wrong.

Sizing the case takes three measured baselines: annual review volume, baseline minutes per disputed score, and the fully loaded hourly cost of the reviewing team. The benchmark reduction and the scope, adoption, and confidence factors then discount the projection. These inputs run the `review_time_reduction` benchmark through the `transaction_based_time_saving` model. Adoption read from workflow logs shows how much of the saving is genuinely taken.

The supporting streams are held apart from the headline figure. The `handling_time_reduction` family measures the same reviewer minutes on the same case, so it cannot be stacked on top. The `compliance_support` family has no monetization path and serves as audit evidence. The `error_rework_reduction` family needs its own error rate and a cost per corrected report before finance can price it.

How work changes

Program Integrity Manager spends less time reconstructing model inputs, reading scattered notes, and rewriting explanation text. Manual comparison of weak rationales declines for routine Defense reviews. The role also avoids repeated handoffs caused by unclear AI evidence.

Program Integrity Manager takes on more structured review work. The role checks explanation quality, records challenge reasons, and improves reusable acceptance criteria. That work raises accountability because the reviewer must document why an AI output was accepted.

Legal Policy Advisor participates only when the guardrail raises policy, regulatory, or risk questions. The secondary role validates the escalation and may update the approval rule. It does not review every case as an equal actor.

Required skills include evidence review, model literacy, policy interpretation, and disciplined rationale writing. Accountability remains with the human decision owner. Freed hours are monetizable only when managers redirect capacity, reduce backlog, or avoid additional staffing.
